There is not a definite answer to this question, as you need to take a lot of factors in consideration regarding APC. It depends mainly on complexity of your transformations, which significantly impacts APC requirements. For example, if your transformations involve aggregations, joins, or complex calculations.

Moreover, ask yourself the question, do you really need all 2 billion records of data? Think about limiting the amount of data you want to load in.

But to answer your question, For 2 billion records data, considering each record occupies an average of 100 bytes (again, depends on the complexity of your data), you'll need 200 GB of APC.

Take this with a huge grain of salt though.
