is it possible to implement such a logic within action flows? I want to aggregate two query data modules but when explaining the AF-flow the wrong direction/flow is shown.
Any ideas/experience on this?

unfortunately, this is not possible in make.
The first thought that comes up to me: is it not possible to get all the information out of one query?
Would an option be to have two queries in sequence?
Alternatively you can look at this article, maybe you find a possibility for a workaround:
I used this trick, and it works in my usecase (but I also have an iterator to have multiple cycles - would actually fit with your idea about the aggregator ;) )
