Hi, I am in the middle of deciding on automation steps and want to understand difference between action engine and action flows.

Dear Siddhesh,
Thank you for reaching out.
The Action Engine is a rather old product that will get replaced by the task inbox at some point in time. The action flows run in the background, scanning the process for patterns. When a pattern occurs they either execute an action automatically or create a task in the task inbox.
Many thanks and best regards,
Tringa
