Send Email option in Table in View

Hi Community, while using Send Email action in Views table, there are 2 options:

1. Launch default email program and
2. Send from server

but second option is disabled and status is ‘In Progress’ (unable to select it and proceed with this option). what’s the meaning of this? is it a permission issue or what?
