I have a rather simple question which cannot solve on my own...

For my scatterplot (see below), I would like to display the risk ID on each point, however, when I tick on 'Display data labels' only two risk names are displayed. Do you know why?

Also, two risks share the same scores (3,3), but when I put the cursos on this point it is labeled as Risk 5, instead of Risk 5 & Risk 2.
