Does delay in action flow count for the 1 hour limitation ?

Hi for my use case requires me to add a 5-10 sec delay for each iteration of the data i.e. 6000 -7000 rows i.e. (6000* 5-10 sec)

I believe that adding this delay should not cross the 1 hours execution limitations. Any thoughts on the same ?
