It depends on how you use your signals.

• If you want to act upon a received signal, and want to provide the user with options in the form of buttons that can be pressed, then yes, you need access to the action center and the user should be logged in.
• If you want to notify users that a certain threshold is met, or something else is going on, without wanting them to take action within Celonis, you could use the automation capabilities of Celonis and forward the signal and some of its specified details in a mail/Slack group/MS Teams page. The receivers of that mail can be defined and they don't need access to Celonis. You can use the Action Flows to create a workflow that will send this mail, which can be triggered by the signal.
