My hypothesis is because of how the data is setup but wanted to understand why this is happening and how we can fix it.

Are you still having this issue? Please note that attribute selection allows you to select based on single values from the tables in your data model whereas activity selection allows you to select cases based on the activities they flow through, start, or end with.
