I want filter first, second and third highest location based on FCR%how can i do that?

It would depend on the format the data you have is currently in, if you could please provide more details on this, such as the format of data or tables you are working with in order to provide you with a more contextual answer. 

However, as a general idea, If your data is presented in an OLAP table you can add a filter statement as a component filter on the OLAP table, to show you only the first, second , and third highest FCR % based on location.
