Kindly be informed that currently, only the users that enable the Data Job alerts or subscribe to the Data Model will receive the email notifications. So you can grant Data Model permissions to the users and they will be able to subscribe for the notifications.

So how can I grant to them to be able to receive to these notifications ,if they are not admin users neither analyst users.They only have access as a use package.

Actually, for users to be able to enable Data Job alerts or to be subscribed to a Data Model, they should have access to the Data Pool. So in this case the admin should grant permissions to the users for the Data Pool.
